Gyeongbuk-do and Gumi-si signed a memorandum of erstanding (MOU) at Gumi City Hall on Monday, April 27, to attract investments for the construction of Gumi High-Tech Valley Energy Center. Among those present in the ceremony were Gyeongbuk-do Governor Chul-woo Lee, Gumi-si Mayor Se-yong Jang, Korea Western Power President Byung-sook Kim, Korea Electric Power Corporation Engineering & Construction (KEPCO E&C) President Bae-soo Lee, as well as provincial and city councilors.

The KRW 1.2 trillion-worth center, which will be built in Gumi High-Tech Valley located in Haepyeong-myeon, Gumi, will strengthen the foothold in attracting companies related to the Fourth Industrial Revolution and future strategic industries. Moreover, this 600 MW power plant will generate about 3,012 GWh of electricity per year, which accounts for 30% of the city’s annual electricity use.

The center is set to be completed by 2025. As such, experts need more than 150,000 construction workers to work on the project, creating more than 200 new full-time jobs. This will increase population inflow to more than 1,000 people and significantly affect the local economy’s revitalization. Korea Western Power also promised to prioritize local labor force and equipment.

Furthermore, liquefied natural gas (LNG) power generation is in line with the government’s energy transition policy that is seen in large cities near the capital’s metropolitan area, which includes Seoul and Incheon. Natural gas, a clean fuel, produces little environmental pollutants (one-ninth of ultrafine dust compared to coal power generation) and has many advantages over other power generation methods.

The construction period for a combined LNG power plant often takes 30 months, which is significantly shorter than 65 and 50 months for nuclear and coal-fired power plants, respectively. Moreover, LNG is also 57% more efficient than regular thermal power generation.

The hydrogen fuel cell power plant, which is built together with the LNG-combined thermal power plant, is a prime example of an eco-friendly renewable energy project as it separates hydrogen from LNG that reacts with oxygen collected in the air and produces electricity. Unlike solar and wind power, the clean energy facility with high power generation efficiency and zero exhaust can also produce electricity regardless of time or natural environment.

“We hope that the Energy Center will be a catalyst in attracting more companies to Gumi’s fifth industrial complex and boost the city’s economy,” Gyeongbuk-do Governor Cheol-woo Lee said. “We will render full pro-business policy measures to attract so companies, create jobs, and revitalize the local economy.”
